Supplier Capability Audit for Offshore Fire-Rated Panel Systems
An offshore infrastructure project required an evidence-based assessment of a prospective manufacturer of fire-rated doors, wall panels and ceiling systems. The objective was to establish whether the manufacturer had the technical capability, production controls, documented quality system and relevant product evidence to support potential supplier qualification. The assessment was conducted at a manufacturing facility in Slovenia over two days.

The Challenge
Fire-rated architectural systems used in offshore environments demand more than general manufacturing competence. Procurement teams need confidence that declared fire performance, product certification, factory production control, inspection and testing arrangements, and project-specific requirements apply to the exact products proposed. The central challenge was to distinguish documented general capability from evidence that still required product- and project-specific confirmation.
Audit Scope and Methodology
The documented audit combined a manufacturing-site visit, discussions with responsible technical personnel and sample-based examination of controlled records. Its checklist covered the following workstreams:
Quality management: ISO 9001 certification, responsibilities, document control, internal audits, management review, complaints and nonconforming-product control.
Applicable standards and project controls: EN 14509, EN 13501-2, inspection and test planning, fire-test evidence, declarations of performance and installation documentation.
Testing and calibration: equipment calibration status, monitoring of due dates, factory production control and documented test procedures.
Records and traceability: sample test reports, retention of inspection and test records and handling of abnormal test results.
People and HSE: personnel competence and training, operating safety procedures, PPE arrangements and safety management documentation.
Key Technical Findings
Established manufacturing and QMS arrangements
The audit reviewed an ISO 9001:2015-certified management system, organizational responsibilities, internal audit records, management review evidence and documented controls for complaints and nonconforming products. A manufacturing-site visit recorded a controlled production environment, and previous project references were examined to assess relevant experience.
Product testing and traceability
The assessment examined procedures for panel testing and factory production control, sample test reports, product conformity documentation and selected certification records. Calibration certificates and equipment labels were checked, and electronic arrangements for calibration scheduling, document access and record retention were reviewed.
Personnel competence and safety
Sample personnel qualification and training records were reviewed, alongside safety documentation and internal training arrangements. The report positively noted the technical team’s flexibility in accommodating approved scope variations.
Critical area requiring follow-up
The principal outstanding matter concerned fire-test and type-approval certificates maintained by a separate specialist organization. Their specific applicability to the proposed fire-rated panel systems remained to be formally confirmed. The audit also noted certain supporting verification limitations, including project-specific quality planning and the completeness of some records. These points should not be interpreted as verified nonconformities.
Audit Outcome
The audit report recorded no nonconformities. It recommended that the manufacturer be considered for inclusion on the project’s approved supplier list, subject to closure of the identified area of concern and further procurement and quality-assurance review. This was a conditional recommendation—not evidence of final supplier approval, completed close-out, or witnessed qualification testing.
Value for the Project
Clearer supplier qualification: a structured picture of manufacturing readiness and documented quality controls.
Earlier identification of approval risks: confirmation of fire-test evidence before procurement decisions.
Improved decision traceability: a documented basis for technical and procurement follow-up.
Focused verification: attention directed toward the applicability of product approvals rather than generic certification alone.
Why This Matters
For safety-critical offshore packages, supplier auditing provides a practical bridge between a manufacturer’s stated capabilities and objective, reviewable evidence. A sound qualification decision depends on both the strength of the underlying quality system and confirmation that product-specific approvals match the intended application.
