Independent third-party inspection · Since 2015

Quality is not inspected on delivery. It is verified at the source.

PSPP is an independent third-party inspection and QA/QC agency. We put a qualified inspector inside your supplier's factory — witnessing FAT, checking welds, dimensions and coatings, reviewing the manufacturing dossier — so nonconformities are raised before the equipment ships, not after it lands on your site.

  • Registered in Slovenia — N71.200 technical testing and analysis
  • Inspection against ASME, API, AWS, EN/PED and ISO requirements
  • Offices in Europe and Asia

The cost of assuming

A supplier's own QC report is not verification

Every weld rejected on site was already wrong in the factory. The only thing that changed is who pays to cut it out, and how much of your schedule it costs.

Unwitnessed manufacturing

You find out on site

The equipment arrives, the dossier looks complete, and the problem surfaces during installation or commissioning.

  • Nonconformities appear after shipping, when correction costs a multiple of factory rework
  • The supplier's own QC department signs off on the supplier's own work
  • Hold points and witness points in the ITP pass unattended
  • Material certificates and heat numbers are reconciled too late to act on
  • Manufacturing slippage is reported to you as a delay, not as a warning

With PSPP at the source

You find out in the factory

An inspector with no commercial stake in the purchase order stands in front of the equipment while it is still being made.

  • Nonconformities are raised while the equipment is still on the supplier's floor
  • Release is recommended by an independent party, not by the party being paid to ship
  • Every hold and witness point in the approved ITP is attended and recorded
  • Certificates, heat numbers and test reports are verified against the purchase order
  • Progress is expedited and reported early enough that the schedule can still be recovered

Inspection scope, standards and acceptance criteria are always agreed with you in advance and recorded in the Inspection and Test Plan.

What you can engage us to do

Six service lines, all of them verification work. Everything we offer sits inside our registered activity — technical testing and analysis — and inside the competence of the inspectors we can actually assign.

The inspection activities themselves

What an assignment actually consists of on the shop floor — the checks, tests and witnessing our inspectors are sent in to perform.

01DIMDimension Checking

Independent verification that fabricated components, assemblies and structures conform to approved drawings and tolerances, using calibrated measurement tools to catch dimensional non-conformities before they reach installation or shipment.

On an assignment the inspector works from the approved drawings and datasheets, checking critical dimensions, nozzle orientations, flange faces and overall geometry with calibrated instruments and recording each result against tolerance. Dimensional verification before shipment is what prevents fit-up problems and rework when components reach the installation site.

  • Verification against approved fabrication drawings and datasheets
  • Calibrated micrometer, caliper and feeler-gauge measurement
  • Applicable to piping, structural steel, pressure equipment and rotating components
  • Non-conformance reporting with photographic and dimensional records
Full scope
02EXPExpediting & Progress Monitoring

Field and desk-based tracking of manufacturing progress against the approved schedule, monitoring milestones, procurement status and delivery risk so clients get early warning of slippage instead of a late surprise at the shipment date.

Expediting ranges from desk-based status review to on-site visits at the vendor's works, confirming that material has been ordered, fabrication has actually started and milestones are being met rather than merely reported. The output is an early-warning report the client can act on while there is still time to recover the schedule.

  • Manufacturing milestone tracking against the approved project schedule
  • Procurement and sub-supplier status review
  • Delivery schedule risk analysis and early-warning reporting
  • Field (on-site) and desk-based expediting coverage
Full scope
03MTMaterial Testing

Determines physical and chemical property conformity through laboratory testing and mill certificate verification, backed by non-destructive testing (NDT) and mechanical test witnessing to confirm materials meet the specified grade and standard before fabrication proceeds.

The inspector witnesses mechanical and non-destructive tests, reviews mill test certificates to EN 10204 3.1/3.2, and confirms material traceability from the certificate to the component, so the grade specified in the purchase order is the grade actually used. Catching a material discrepancy before fabrication proceeds avoids a far more expensive problem in service.

  • NDT witnessing: VT, PT, MT, RT, UT, PMI, hardness and ferrite testing
  • Destructive test oversight: tensile, impact, bending and flattening tests
  • Mill Test Certificate (MTC) review and material traceability verification
  • Laboratory test report witnessing and verification
Full scope
04PMIPacking & Marking Inspection

Verification that finished goods are packed, marked and protected correctly before dispatch, covering packaging integrity, box condition, labeling accuracy, and pallet-level readiness so shipments arrive without damage or documentation mismatches.

The inspection confirms that packaging suits the transport mode and storage conditions, that preservation and nozzle protection are in place, and that marking and shipping marks match the documentation. For export shipments crossing several handling points, correct packing and marking is what keeps equipment undamaged and clearable at destination.

  • Packaging integrity and box condition assessment
  • Marking and labeling accuracy verification against shipping documents
  • Product quantity, color and specification confirmation
  • Pallet-level shipment readiness inspection
Full scope
05PFTPerformance Testing

Functional and performance verification of equipment and packages before acceptance, including control-panel functional testing, hydrostatic/pneumatic pressure testing, and skid-mounted process package testing to confirm equipment performs to its design specification.

Performance and functional tests are witnessed against the approved acceptance criteria — pressure tests held at the specified pressure and duration, control panels exercised through their functions, and skid-mounted packages run to confirm they perform as designed. Witnessing the test at the works is the only way to confirm equipment works before it is shipped and installed.

  • Control panel and cabinet functional testing
  • Hydrostatic and pneumatic pressure testing of vessels, pipes and valves
  • Skid-mounted process package performance verification
  • Test report review and witnessing against approved acceptance criteria
Full scope
06PSIPre-Shipment Inspection

A final independent check of goods before they leave the manufacturer's facility, confirming quantity, specification conformity, and physical condition against the purchase order and approved documentation, so clients aren't the first to discover a problem after the goods have shipped.

A pre-shipment inspection (PSI) is the last independent gate before goods leave the factory: quantity, specification and condition are checked against the purchase order and the approved QCP/ITP, and any open nonconformity is confirmed closed. It is the check that stops a problem travelling to site inside a sealed crate.

  • Final quantity and specification verification against the purchase order
  • Physical condition and workmanship check
  • Cross-check against approved QCP/ITP and inspection release notes
  • Independent, unbiased reporting before goods leave the factory
Full scope
07VISVisual Inspection Before Shipping

Structured visual examination of components and assemblies before shipment, checking surface condition, finish, dimensional alignment, and workmanship against approved drawings and standards, rather than relying on the manufacturer's own self-inspection.

The inspector examines surface condition, finish, coating and workmanship against the approved drawings and standards, documenting findings with photographs rather than relying on the manufacturer's self-inspection. Visual inspection is often the first and most cost-effective filter, catching obvious defects before more expensive testing or shipment.

  • Surface condition, flatness and edge-condition verification
  • Coating thickness measurement and finish inspection
  • Workmanship and assembly conformity checks against approved drawings
  • Independent visual sign-off ahead of dispatch
Full scope
08WIWelding Inspection

Review of welding procedures (WPS) and welder qualifications, combined with non-destructive testing witnessing (RT, UT, PT, MT) to verify weld integrity without destructive intervention, protecting structural and pressure-boundary integrity before the joint is covered or put into service.

The inspector reviews the WPS, PQR and welder qualifications, then witnesses fit-up, visual inspection and the specified NDT (RT, UT, MT, PT) at the stages where a defect can still be seen and repaired. Because welds carry the structural and pressure-boundary load, verifying them before the joint is coated or put into service is central to the whole inspection.

  • Welding Procedure Specification (WPS) and welder qualification review
  • NDT witnessing: RT, UT, PT and MT
  • Visual weld inspection against approved acceptance criteria
  • Weld traceability and documentation control

Questions buyers ask us first

If yours is not here, ask it directly — the answer is usually short.

  • 01What is Third-Party Inspection (TPI) and why is it important?

Third-Party Inspection (TPI) is an independent verification service performed by a qualified inspection body that is independent of both the buyer and the seller. TPI is critical in industrial projects to ensure that equipment and materials conform to applicable engineering specifications, codes, and standards — protecting the client from receiving non-conforming equipment that could cause failures, delays, or safety incidents. PSPP acts as a neutral, independent TPI body operating a Quality Management System certified to ISO 9001:2015.

  • 02What quality standards does PSPP inspect against?

PSPP's inspectors and engineers work to internationally recognized codes and project specifications — reviewing mill certificates, witnessing welding qualification and NDT results, and verifying dimensions and performance data against the manufacturing drawings and contractual requirements for each piece of equipment.

  • 03In which countries does PSPP operate?

PSPP is headquartered in Ljubljana, Slovenia, with branch offices in Xi’an, China and Changwon, South Korea. Our inspection coverage spans 50+ countries across Europe & Eurasia, Asia, the Middle East, Africa, and South America — including markets such as Germany, Italy, Turkey, the UAE, Saudi Arabia, China, South Korea, and India. We mobilise qualified inspectors close to your suppliers, on short notice.

  • 04What is Expediting and how does it benefit my project?

Expediting is a proactive service that monitors supplier manufacturing schedules and resolves delays before they impact your project delivery dates. PSPP expeditors visit vendor facilities, track fabrication milestones, identify risks early, and work with suppliers to recover schedule slippage. This prevents costly project delays and keeps procurement on track.

  • 05What industries does PSPP serve?

PSPP specializes in serving the Oil & Gas, Petrochemical, Refinery, Power Plant, Pharmaceutical and general Industrial Plant sectors. Assignments are staffed with inspectors and approved external providers verified for the relevant discipline, standard and certificate requirements — including welding, NDT, mechanical, electrical and coating inspection — before assignment.

  • 06What is the difference between QA and QC?

Quality Assurance (QA) is a proactive, process-oriented approach that prevents defects by establishing and maintaining quality management systems, procedures, and audits. Quality Control (QC) is a reactive, product-oriented activity that identifies defects through inspection and testing. PSPP provides both: QA through supplier qualification, audit programs, and ITP development; and QC through hands-on inspection, testing witness, and dimensional verification.
